All,
We have been working on setting up a community meeting in response to recent downtown activity and constituent concern. On behalf of the Mayor, Councilor Lindell, Councilwoman Villarreal, the Santa Fe Police Department, and Constituent Services, we would like to invite you to a community meeting to discuss concerns, share steps the City is taking, and discuss areas of possible collaboration. The meeting will take place on Thursday, Feb. 6, in the Lamy room at the Santa Fe Community Convention Center from 5:15 p.m. to 6:15 p.m.
Background Information
The Santa Fe Police Department has created operation “Downtown Focus.” It kicked off this week and has created a more vigorous and visible police presence in downtown Santa Fe. Specifically, the operation assigns an additional four uniformed officers to focus on patrolling and on establishing communication with local business owners to discuss concerns. This focus will also follow a zero-tolerance mandate on all crimes. The Police Department will continue the operation for two weeks, then use the data to create a plan moving forward. The Police Department is already working on a variety of items, including staffing for the bike team to coordinate seamlessly with Operation “Downtown Focus” so the bike team can pick up the mission when the operation concludes.

I hope all is well with you and you are ready for a bountiful holiday season. Shawna and I wanted to give you all a brief update on the banner project status. In late July while we were collecting funds for the project I did a walk through with owner David King of Fastsigns and got a finalized bid in mid August . As soon as we collected a majority of the funding commitments I handed David a 50% deposit ($1647.80). He told me then that the project would take three weeks to complete and he would go ahead and print the banners. The check was deposited on September 5th. Since then there have been dozens of emails and phone calls with little to show for them. He doesn't return phone calls, respond to emails or exhibit any urgency in completing this project. I have requested that he return our deposit and today I completed a request for help from the NM State Attorney's Office.
Next steps
Shawna and I have devoted a lot of time and energy and are greatly disappointed that we have not had success. We are pretty much tapped out and need to refocus on our individual businesses during this busy season. Help is needed if we are to have any hope of getting the banners installed in the new year.
1. we need someone to find a new installer (we have a printer if they cannot print banners)
2. it would be helpful if someone could locate a pro bono lawyer in case the AG cannot help us get our deposit back (without the deposit we would either need to shut down the project or fund raise again)
3. we need someone to take over the installation project and someone to work with the new vendor city to obtain the city attorney's final approval.
Shawna and I can assist with the above but need individuals to take over these tasks.

The Guadalupe St. Banner proposal is on the City Council agenda for May 29th at City Hall.
Our city partners have stressed that it is vital to get as much attendance at this meeting as possible in order to show the city that we are aligned in our commitment to revitalize and promote Guadalupe St. During the hearing, individuals are given the opportunity to speak for a maximum of 2 minutes. It would be extremely impactful to have as many business owners as possible voice their support in person to the City Council.
May 20th, at 5:00 p.m. at City Hall.
Initial estimate was $5,000 which includes printing, installation, and a deposit for removal.

The Parish Shrine of our Lady of Guadalupe church gave their approval without any objections for the proposed use of the Guadalupe image on the banners for the Guadalupe Street Association Banner project.
April 1, 2019
In order to make banners possible along the Guadalupe St. corridor the community will need to raise approximately $5,000.00 to print and install the banners. There are roughly 40 businesses along the south Guadalupe St. corridor. so the suggested contribution is $125 per business. Some businesses will be able to contribute more than the $125 and other's less. The banner project is completely self funded by the Guadalupe St. businesses and we will not be able to proceed until we have 100% of the funds.

The Guadalupe Business Association meeting started with an idea session on how to improve local business and concluded with some key actions:
1) Create a database of all local businesses participating. Send emails on meeting notes to others even if they don’t participate and/or get their feedback when they are unable to make it. The database will also ensure inclusivity.
Jennifer Case Nevarez started a website for the Association which can also collect names and emails for a mailing list.
2) Create a survey to understand the district’s needs. Topics to address on the survey:
a. Geographical definition of the district
b. Type of businesses needed in the area. Possibly try and recruit them.
c. Barriers to growth. Why are customers not coming.
d. Volume/customer traffic before and after (need to define time window). Probably before Sambusco closed.
e. Hours of operation
f. Percent local vs. tourist traffic/customers. Have these numbers changed?
g. What marketing do you use to attract customers?
h. What time is accessible parking limited (list of times)
i. Do you collaborate with local hotels to generate traffic? If so which one?
j. Where do you advertise?
k. Better wayfinding ideas: paint curbs, better lighting, signs with map of areas, banners
l. Parking meters ending at 5 or 6
m. Shuttle impact your business in a positive or negative way? Where should it stop?
3) Website: to bring it all together !!!!
4) Need to canvas the neighborhood with survey and to collect more emails for database.

They are preparing to present a resolution to change parking to 8to5.
Currently approved - FREE holiday parking on Saturdays after Thanksgiving until Sat after Xmas.
Questions:
CAN resolution be extended to Sat after New Year's eve?
CAN retail meeting include RETAIL representative?
SUNDAYS and MAJOR HOLIDAYS are exempt....can we add SATURDAY?
NEED TO GET OUT POSTCARD with CLARITY on PARKING INFO
There is a new app to help people pay their meter while they are shopping without having to return to the meter: https://parkmobile.io/

Cannot be banner material. Has to be enduring and not shabby.

Reflections: Need interesting image, people can't read it as they go down the street,

Long-term - raise funds and clarify design for permanent signage

Banner Project – Liz Camacho and Fabian Trujillo provided the members with an update and status of hanging banners on poles located along Guadalupe Street. An ordinance and resolution would have to be approved by the SF City Council to allow banners to be hung on the poles. City staff is reviewing the sign code and would like to develop an ordinance that would allow other business organizations to implement banners in their areas of the city such as Canyon Road, Siler or Airport Road.
Liz and Fabian will meet with the Land Use Director to further understand the sign ordinance and get support to amend this portion of the code to hang the banners. Fabian addressed the timeline for an ordinance to go through the City committee process and get approved by the City Council. If the city decides to just amend the code for authorization to hang banners, then the process will take approximately 3-5 months or be complete approximately in April/May 2019. If the city amends the entire sign code, then the process will be longer term. Liz and Fabian will continue discussing the issue with the Land Use Director, the City Attorney and other members as needed to determine the strategy and will report back to the members at the next association meeting.
Pick-up Shuttle – Liz provided a map and showed the members the route for the pick-up shuttle. Essentially the pick-up shuttle will be along Guadalupe and stop at Guadalupe and Montezuma instead of the current location near the Jean Cocteau Theater. Liz answered all member questions. The membership was generally in favor of the move at the meeting.
Survey – There were 18 people who responded to the survey. Liz and Fabian visited many of the businesses from Manhattan Avenue to Agua Fria. Many of the businesses visited had not completed their survey and promised to go online to complete the survey. The members asked for more time to complete the survey. Albert Zalma informed the members that he would go pick up the surveys he dropped off on Guadalupe Street. Liz passed out the current results of the survey. So far the key conclusions are as follows:
Way Finding:
The city is looking to expand the scope of work for an existing contract for the railyard to include wayfinding for Guadalupe Street. The idea is to have wayfinding signs from the railyard along Guadalupe Street to the plaza. In order to accomplish this part of the project, Public Works will have to find additional monies to expand the scope of work. Paul Brock would like the city to focus on the street and not the district.
Holiday Event:
There was discussion on the types of events or marketing collaborative that could be done for the holidays. Simon Brackley suggested that the members could collaborate on an ad in pasa tiempo. The members decided that there is not enough time to collaborate on a holiday event for 2018. They will work on a collaborative event in 2019.

Simon Brackley provided a background on the efforts that Canyon Road made in 2008. He said that there were two main priorities the Canyon Road businesses assembled to address:
Simon then said that the association was formed as a formal 501 c 6. Shawna Tatom of Curiosa was part of the Canyon Road board and provided more history and insight in that effort. She expanded on Simon’s discussion and provided members the pros and cons of that effort.
The discussion then moved to the strengths of Guadalupe Street for a potential marketing collaborative. The group decided that diversity of businesses was their biggest strength; despite not having a specific “art” theme or target like Canyon Road. Members were amenable on working together to form an association for marketing purposes and to address the infrastructure. The members agreed that they also focus on beautification which includes landscaping and possibly sidewalk painting. The members also asked Liz and Fabian how the city can assist them with their beautification efforts. Liz and Fabian committed to researching what the city could do to help with beautification efforts.

- Businesses with parking don’t want to weigh in on parking questions and many others welcome free parking but worry about it being used by employees in the area instead of customers
- Safety and care for the area is a big concern
- No general type of anchor store identified, preferably one that generates traffic.
